unlinked visualizations from the Library still include pop-up info

Describe the bug: In the Visualization Library, there is an option to include a description, which then shows up as a pop-up (i) symbol in the Panel Title when you add it to a dashboard. However, if you then unlink the visualization from the Library, that pop-up stays there and is not editable.

Steps to reproduce:

1. Save a visualization in the Library with a description (e.g. "2/8/22")
2. Add that visualization to a dashboard via the "Add from Library" button.
3. Unlink the visualization from the library via the gear drop-down menu.

Expected behavior: (i) symbol in the Panel Title disappears when visualization is unlinked.

Any additional context: Ideally it'd be awesome if that pop-up info stayed but were editable later, but that's probably a feature request?

Nice find! I wonder if it might be best for us to make the description editable in the customize panel section.

Closed by #148301, which introduced an ability for unlinked panels to have descriptions.
