Describe the feature:

When editing/creating a map, the user is able to scroll in and out of the map via their scroll wheel - however, once the map is embedded in a dashboard, they lose this ability. It's rather clunky to have to always use the + and - buttons to scroll in and out of a map via the dashboard.

Instead, it would be better if, once the user clicks in to a map to initiate focus, they could then scroll in and out via the scroll wheel. Not sure if this is possible currently, but it would be a huge win from a UX perspective 💪

I believe we purposely disable zoom scrolling to avoid accidental zooming in and out of the map when scrolling the dashboard page. But if this cooperative gestures PR lands in maplibre, we should be able to allow scroll zooming while holding CTRL (or CMD on Mac).
