Alerting Service Phase 3 - Task Manager

Describe the feature:

Any user will be able to perform basic functions to alerts created by any plugin

Describe a specific use case for the feature:

As a user, I will be able to see all the alerts that have been defined from all the various plugins installed within kibana, so that I can query, filter, and know what I should expect to be alerted on or about.

As a user, I will able to snooze, enable/disable, throttle, destroy, one or more alerts, so that I can control when and if I will be notified about any of the defined alerting conditions.

Design Details

• Support building custom contexts for task types
• Support cron style interval syntax.
• Support statically defined task instances
• Support task type independent scheduling and load balancing
• Support ontime scheduling (maybe?)
• Support task version migrations
