We plan on redesigning the homepage (#25734) to be a bit more easier to consume and move away from the focus on navigation. In order for that to be successful, we need to focus on the actual navigation of Kibana as well.

We continue to add more applications to Kibana. In a few recent discussions with the design team we decided that an app drawer simply cannot scale with the functionality needed to improve navigation. In order to make this experience better, there are a few features that we need in introduce.

Bare minimum, the design team can add the navigation and we can tackle the additional functionality in minor releases shortly after.

Updated the description with the pinning menu functionality we discussed. I can open another issue for it if it's not something the design team can handle initially @ryankeairns

PR for this is underway in EUI. We'll be doing implementation on the Kibana side next week. elastic/eui#1427
