It looks like this is also coming from the estf branch. If we want to get tests working on IE that should be one issue filed. Creating a slew of these issues, especially without context of whether it's failing on the regular master or the IE master, is causing noise and confusion, especially if we are supposed to be treating these as blocker. Going to close this until we can figure out a better process.

This test is still failing on Windows branches 6.x and 6.6 - These tests are being run on Chrome not IE.

This test is fixed in the webdriver branch. #31446
