[Accessibility] Request and Errors don't seem to be rendered as proper ARIA tablists #28144

Steps to reproduce (assumes ChromeVox or similar)

  1. Naviate to the APM interface
  2. Choose a service
  3. On the Transactions page, tab to Request

Actual Result
4.The screen reader announces "Request" with no indication that it is part of a nav structure

Expected Result
4. "Request, tab list 1 of 2" or something similar

This is fixed in master (migrated to EuiTabs), and should also be available in the upcoming 6.6 release.
