[Accessibility] Enable Error reports does not announce that it's in a drawer interface #28147

Steps to reproduce (assumes ChromeVox or similar)

  1. Open the APM application
  2. Tab to Integrations
  3. Press Enter
  4. Tab to Enable error reports

Actual Result
5. "Watcher enable error reports view existing watches, closes this dialog enable error reports..."

Expected Result
5. Something like "Enable error reports. You are now in a dialog. Press escape to..."

If we're using EUI here, we can close this Kibana issue. Someone needs to confirm.

We have replaced watcher with alerting so this issue no longer applies.
