Currently, we have two places Timelion exists in Kibana, Timelion application and Timelion visualization in Visualize. In 8.0 we want to deprecate Timelion as an application, remove Timelion from the kibana sidebar and continue with Timelion as a visualization in Visualize, to allow more consistent experience and a common location for all kibana charts.

Describe the feature: to prepare for this upcoming change, when users create a new space after feature control is released, the Timelion application will be disabled by default and will not show in the Kibana navigation bar.
Users who wish to use Timelion can use the Timelion chart in Visualize or explicitly enable Timelion application in which case Timelion application will appear in the kibana navigation bar.
All existing spaces, created before feature control release, will remain the same and Timelion application will appear in the kibana navigation bar unless users specify other.
