[ML] Unable to start a transform due to unrecognized force parameter

Unable to successfully start a transform from the UI (wizard and list page). In the wizard, no errors are reported, but the progress bar never moves past 0%. The target index is not even created.

When attempting to start from the list page, the following error is displayed, indicating that force is not a valid parameter:

The same error is reported if using the API directly e.g. from Kibana Console.

It's caused by elastic/elasticsearch#46414. It will affect master and 7.x (but not 7.4 thankfully).

@peteharverson my bad :(. Since it was not documented and not in HLRC, I totally forgot to verify that the UI was not using the parameter and ping y'all in the PR.
