[Maps] Enable distance filtering on geo_shape

The circle-draw tool should also be activated if there are layers with a geo_shape field

the geo_distance filter is now supported for geo_shape in Elasticsearch.

bumping this. There is currently a maximum filter distance for geo_shape filters. This would be some effort to resolve on the Maps-side, adding this "locking" behavior. This max-distance is slated to be removed in Lucene, so will add this to Maps when this distance-filter has been removed.
