Edit: On second look, it appears to be working correctly in 7.12 still. I did experience the issue for a moment, but I can't reproduce it consistently anymore. I will triage a little more to see if I can figure out what steps can make this appear. @gose is this still affecting you? |

This works fine for me in Chrome. We could either have a "Send to top" / "Send to bottom" option in the panel settings menu or we could create panels where the user has the focus (I guess this is more difficult to achieve). |

Closing this as we will be looking into a new layout engine soon and will consider these sort of user requests there. |

Describe the bug: I cannot easily drag a visualization to the top of a Dashboard. I routinely add visualizations to a dashboard and they show up at the bottom. I then try and drag it to the top and it never goes as planned.
