Drag Visualization to top of Dashboard

Describe the bug: I cannot easily drag a visualization to the top of a Dashboard. I routinely add visualizations to a dashboard and they show up at the bottom. I then try and drag it to the top and it never goes as planned.

I double checked this, and it was working properly in 7.11. Nothing major was changed in the dashboard container / grid code, but somehow this fairly severe regression popped up. I will research this and try to fix for 7.12.1.

Edit: On second look, it appears to be working correctly in 7.12 still. I did experience the issue for a moment, but I can't reproduce it consistently anymore. I will triage a little more to see if I can figure out what steps can make this appear. @gose is this still affecting you?

I had the issue again this morning on chrome 89.0.4389.82, but it went away when I refreshed the page. Does refreshing the page solve it for you as well?

Adding this to our backlog, and to polished panels Phase 1.

It seems like a relatively common pattern to have a go to top link hovering somewhere on the top of the dashboard that auto-scrolls on hover. This will be a fairly difficult feature to develop because it deals with the dashboard scroll bar, and the implementations are often different due to Portable Dashboards.

This works fine for me in Chrome. We could either have a "Send to top" / "Send to bottom" option in the panel settings menu or we could create panels where the user has the focus (I guess this is more difficult to achieve).

++ to the send to top / bottom actions. A send to action could fit in really nicely once the Dashboard panels use hover actions, and it would be relatively simple to build.

Closing this as we will be looking into a new layout engine soon and will consider these sort of user requests there.
