Your use case

Element's default build connect to matrix.org, even if the user eventually actually logs in to another homeserver. This causes privacy issues.
The proposed alternative build would not depend on a homeserver hosting element in the first place, and use the homeserver just as a Matrix API server. And instead package the normally-server-hosted pieces on the local device.

Have you considered any alternatives?

This alternative build should also have corresponding releases.

You're asking for an Element Desktop build containing what? Synapse? Dendrite? Postgres? Conduit? Sydent? Sygnal?
