To reproduce:

  1. create an encrypted room with Who can read history? set to Members only (since the point in time of selecting this option) or Anyone
  2. send some messages
  3. invite somebody using the invite UX (not /invite as per Room history key sharing - /invite slash command doesn't send keys #16982)
  4. go to the invitees account and accept the invite
  5. observe no messages
  6. either switch to another room and back, or send a message
  7. see all the missing messages
