Allow giving nicknames to rooms

@nvbln suggested I move my request from riot-android (element-hq/riot-android#1564) to here:

I want to give local names to rooms (especially those "direct-chat" rooms, but not exclusively), which I guess are sometimes called nicknames in other IM applications. Currently, the name displayed is necessarily the shared name of the room, which applies to all participants, so even when I have the access rights to set this name, I may not want to change it to my favorite name because that favorite name may be very personal and not make sense (or please) other participants in the room.

This is a feature that would be really helpful to have. I believe implementing this would allow Riot to be more attractive to users that are used to always knowing you they are talking to like in other messaging platforms.

Extra feature: confirm/change your name before entering a room.
