Contrasting accent color foregrounds

Do we want to offer official recommendation for what foreground colors to use for each of the accent colored backgrounds? I.e. when to use white, black, or a shade of the accent color?

@stsdc has noted that we don't always use pure white or black on the palette foregrounds in the HIG, but we also don't have those foreground colors documented/standardized anywhere.
