Would it be possible/make sense to lean on Initial Setup for creating new users? Whether that means opening Initial Setup in the current user session, or somehow opening the greeter in an Initial Setup context.
I feel like that'd be nice so that we don't have to try to keep this workflow in sync, and automatically get new features like elementary/initial-setup#84.

(Context: I just made a new user for @katiemkblaede on an Odin install, and she's stuck with 24-hour time instead of getting 12-hour time automatically)
There is a way to create a user with the intentional of letting them set up their own password later but we don't support it on the greeter yet, so we don't support it here. That would probably be the route to go is having greeter launch some version of initial setup for that. But I think it still requires setting the user name at a minimum
