This depends on the greeter launching initial setup when there are no users. Then removing your user lets you go back to initial setup to create a new user.

To elaborate, the reason we want this is so that an OEM user can make changes to a system (add branding, etc) and then effectively "reset" that system to be ready to ship, but while persisting those changes
