There is an intermittent issue where a workflow marked as "useable as activity" does not appear in the workflow activity list after being published. This behavior is inconsistent and seems to be related to an out-of-sync issue with one of the pods.
Steps to Reproduce
Create a parent and child workflow.
Set the child workflow to "useable as activity" and publish it.
Without refreshing, check the workflow activity list in either a different workflow or within the same workflow.
Expected Behavior
The published workflow should immediately appear in the workflow activity list without requiring a refresh.
Actual Behavior
The workflow is not listed immediately after publishing.
A hard refresh is sometimes required for it to appear.
In other instances, the workflow appears immediately without a refresh.
Notes
The issue is not consistently reproducible.
It may be related to a synchronization problem with one of the pods.
