When we added the Fixity Check button, we realized there wasn't much room to co-locate it with the current button set.

For this ticket, we want to:

Identify a better placement for the button
Restrict visibility of the button so that it only displays to Admin-level users

eporter23 added Frontend Backend labels

tmill29 removed the Backend label
