Launch/Boot system

A bootstrap controller that can launch into the former activity or begin from an empty page with an app selection.
Also responsible for launching the first-time wizard and model configuration (local or downloaded/injected from the server).
Low prior.

Requirements:

• Single place for startup (in-mem) signals
• Trigger the welcome screen for 3 times or until completion
• Formalizes a way to IPC between top-level Apps
• Will launch the Commander on Mobile
• Will set the backend configuration from the server ? (probably not here, so port this line to a relevant issue)
• Has a notion of state
