At the moment observation scaling has to be given as mean and sd but sometimes it might be useful to make a fixed assumption.

This would also allow for a common interface when implementing #509 although in the medium term ideally this will all be generalised in #525

The same syntax / rationale should als be applied to rep_phi. Changing the title of the Issue accordingly.
