[Discussion] Move bower_compenents into build folder by default

Just a thought, if bower_components was located in the build folder by default, it would eliminate the need to copy them each time. Especially since these don't change often.

Of course, this would require not clearing out the entire build folder each time we build... and I kind of like the idea of being able to just delete the folder and rebuild... still, worth considering.

I mention this because I've encountered this a few times in other repos and it just seems like the grunt process runs much quicker.

Thoughts?
