test framework: key/value generator can produce duplicates

After the last modifications of the generator of keys/values with a small probability to generate duplicates.
The problem is caused by an bug in the algorithm when implementing the requirements for generating pseudo-random keys of minimum (including zero) length.

This bug does not affect the product quality of libmdbx, but it must be fixed for the tests to work reliably.
