Define an L2 Transaction Interface Standard -> look at EIP-4844 for inspiration and starting point

According to the discussion in the meeting, this item is about the user interface standards (such as json-rpc, websockt, graphql and etc). I doubt EIP 4844 is involved here. but happy to be involved in it.

Issue: No gas on target chain after token transfer forces tokens to be stuck on target chain. ELC-4337 can address this issue.

Potantial spec to require a signed prepaid transaction for the L2 bridge before the transfer is acted upon by the target chain. Similar to a prepaid sim card, one needs to pay before it can be used.

Creating a separate issue for this as it is a cross-chain interface and process issue
