Network upgrades - hardfork planning steps

Hey OP folks, I wanted to share details and start a public discussion to clarify steps and process advancements from what we are making to have hard fork planning "in the open."

In order to explain what we are trying to do, I created an explainer document for all the steps we are making in the hardfork planning process and the expectations of all participants, especially our core contributors, who add ideas to our public discussion, which we use to determine our upgrade scope.
