So we can now build eth on Bash for Windows, but it fails at runtime very early in the application with a NoNetworking exception.

The issue is microsoft/WSL#308, which is that getifaddrs() is currently broken.

Looks like they fixed this issue in Windows, @chfast, but I've not retested it.
