Tags in kit edit page

This issue is to improve the view of the tags in the kit edit page.

In addition, we have reached an amount of tags that was not "envisioned" at the beginning. This is a simple issue to fix, but basically the ?per_page=100 with no pagination means we miss a few tags in the dropdown:

Also, given the large amount of tags. It would be good to leave the search bar fixed (not floating in the dropdown).

Draw the same design from the add a new kit (legacy) page (with improvements on the tag sizes later on)
