In order to have transparent disclosure, we need to show missing RFAIs/MS on cand/cmte pages/

RFAIs that reference a Statement of Organization need to display with the statements of organization.

This is dependent on adding exclude functionality to the API.

  • RFAIs that reference Form 1 iwll display with the form 1s on the committee profile page Filings tab.

It looks like all letters with MS types are currently showing up on the site. The inventory shows data that we can test to make sure the different letter types are showing up on these pages when we're testing changes the API logic in https://github.com/18f/openfec/issues/2897.
