Remove API key signup page feature flag #4545

Summary

The feature is in production now, and the flag is no longer needed. Additionally,

  • the feature flag did not quite work as intended (it was released in prod despite the flag being set to "")
  • the feature flag logic is one consideration in the signup form not loading with the rest of the page (see Fix API key sign up load problem #4538)
