Summary

What we're after:
RDS instances AWS commercial space are recently upgraded to Postgres version 13. On circleci, API app is currently tested against postgres:10.11. In AP app, its time to update the circleci docker image to Postgres version 13.

  • The circleci docker image is upgraded to postgres 13.

Tech steps or considerations (optional)

  • update postgres image in circle/config.yml file
  • pytest run OK on circleci
  • API app deploys OK on circleci
