Create metrics for boostd-data

1. Each method on LID Store should have a metrics count
2. All boost services instance should push tag, commit and version to metrics
3. Add service down alert for all instances of boost services
4. Experiment with alertmanager to figure out alerting for aggregated count metrics
5. Update docs to explain new metrics and setting them up.
6. Update docs to explain how to setup tracing
7. Create tracing dashboards (experiment)
8. Update docs to allow setting alerting mechanism (on Email for now)
