Currently there is only an option to Add a layer using a local file.
The first start overlay button needs to change so that when you click on it a submenu appears and then choose which method to pull the file in. If you choice URL you should be able to paste a URL into it
The same functionality needs to added to the "Add Layer" under the existing layer.

I also thought of that option, but I assume the most common action will be to use a local file as layer.
Therefore I believe to avoid having to click twice in that case the button should be turned into a split button. By that clicking the button would allow to add a file from the local file system like now and the arrow would offer an option to add a layer via a URL.
My gut feeling is that the URL option will not be used that often. In my experience most devs will have a local file/comp that was exported from a design app (photoshop, etc).
I would vote for moving the 'Add Layer' button to the top of the layer list and turning it into a + icon.
