Add a dist builder. You'd want to add the relevant target triple to https://github.com/rust-lang/rust/blob/master/src/ci/docker/dist-various-2/Dockerfile#L67. You can run it via ./src/ci/docker/run.sh dist-various-2

rust-lang/rust#57130 landed but now we're waiting for rust-lang/rust#57659
