In the course of installation it already refused to create an apple id from the virtual machine, stating that there are too many users of that machine.
I created one on the apple site, and continued. Now I am stuck on the screen where I am supposed to accept the terms and conditions.
The Agree button is greyed out. It does not change when I click "more" on each agreements and scroll through. If I click it nothing happens.

So, you created an Apple ID from your VM and then created it from Apple's website. I recommend to, first, starting over from scratch, then, reinstalling macOS and skipping the Apple ID login part of the setup and create a local account, after that accept the ToS, and finally follow the guide in the docs folder on how to login with your Apple ID.
