The example is confusing, how do I use this loader? #3

I have these 3 questions:

1 - In the example, I see
/* #if version-b */

What is 'version-b' and where would I define it?

2 - What is the purpose of the object assigned to the variable ab?

3 - In the example, I see
"A can't see this"
What is 'A'? and what does it mean that 'A' can't see this?
