Write a GitHub Actions workflow that runs our tests automatically.

The basic requirements are:

  • Not to run unit tests when a pull request is merged into the master branch
  • Generate a new version number when a pull request is merged into master and writing it to setup.cfg
  • Put a badge for build status in README.md
