I noticed on the GBIF discussion forum (thanks for providing that!) that on 2024-07-17 a "activitypub test" feed published the following message:

We're currently experiencing a network outage affecting all GBIF services. Awaiting update from our provider...

As a maintainer of infrastructure myself, I am curious to learn more about the root cause, effect and risk mitigation following this event. Is there anything that you can share / point to?
