Enable editors and non-editors - GrSciColl

The data must be kept up to date.

The situation right now is the following:

• We have a handful of GrSciColl editors (which in practise can edit any GrSciColl entry).
• Non-editors can request GrSCiColl update to editors or the GBIF Secretariat by (to scientific-collections@gbif.org or helpdesk@gbif.org) or by clicking on the "suggest a change" button on the GrSciColl pages (which then sends an email to the secretariat).
• Editor scopes have been implemented.
• We have an iDigBio GrSciColl editor role which allows to merge iDigBio entities but not yet more.

What we would like:

• to help non-editors make more specific update suggestions,
• to refine the iDigBio editor role.
