make install is not compatible with virtualenv #881

$ make install
...
python setup.py develop --user
usage: setup.py [global_opts] cmd1 [cmd1_opts] [cmd2 [cmd2_opts] ...]
   or: setup.py --help [cmd1 cmd2 ...]
   or: setup.py --help-commands
   or: setup.py cmd --help

error: option --user not recognized
Makefile:56: recipe for target 'install' failed
make: *** [install] Error 1

When using a virtual env --user cmdline option should be skipped
