Actions: Local actions are automatically allowed #941

Why:

The "Allow select action" mode does not require to add actions from the same owner/org to be added to the list. Tested with regular account, not org - please double-check. Is this actually by design?

What's being changed:

Add paragraph to point out that local actions are implicitly allowed.

Thanks for pointing this out, @Simran-B! I pretty sure this is by design, but I will double check with the Actions engineering team to make sure before we make docs updates.
