Feature Description

On Github I regularly stumble upon projects abandoned for years by their original maintainer.
Sometimes their maintainer isn't interested in the project anymore, sometimes they simply vanished, sometimes they actually want to hand off the project (example: leereilly/games#483 where the hand-off was long and messy).
I am aware that forks can be a way to rescue such projects, but often they have poor discoverability especially if the original project is easy to find, so there are lots of forks and overall development stalls.

I propose an instance-wide/per-user/per-repo setting (defaults can be set at each level but overridden by any lower level) where inactive public repositories are either freed for adoption (as in the AUR) or moved to an organization/team (like the https://github.com/emacsorphanage for emacs projects) to live on :)
