Courses block shows hidden courses incorrectly

Reproduction Steps

1. Create two courses named Visible and Hidden. Make sure Hidden is hidden from the course catalog page by following the instructions in [lifterlms.com/docs/course-membership-visibility-settings](http://lifterlms.com/docs/course-membership-visibility-settings](https://lifterlms.com/docs/course-membership-visibility-settings)).
2. Create a new page named Test Page.
3. Add the Courses block to the page
4. Toggle off Settings > Block > Show hidden courses?
5. Save the changes.
6. Visit Test Page on the front end.

Expected Behavior

The test page should not show the hidden course.

Actual Behavior

The test page shows the hidden course.

This issue has been recreated:

• Locally
• On a staging site
• On a production website
• With only LifterLMS and a default theme
