Reproduction Steps

Go to Reporting > Students and click on the "Certificates" tab

Expected Behavior

An "Award Certificate" button is visible

Actual Behavior

No "Award Certificate" button visible

This issue has be recreated:

Locally
On a staging site
On a production website
With only LifterLMS and a default theme
