Issue description
When using Compatibility Renderer, multiple 'Unicode parsing error' messages are displayed in the console upon running a scene. This issue is not reproduced in v4.1.2-stable.
I suspect that the issue is caused by garbled system information.
I can't reproduce it, ANGLE seems to return English device/vendor strings regardless of system locale. But the error looks like incorrectly parsed UTF-8, so changing GL/Vulkan string parsing should be changed to UTF-8 (at least Vulkan specs allow it to be Unicode).
