Describe the bug
Patch application failed. From the logs:

  stderr: 'fatal: Unable to create '/var/lib/buildkite-agent/builds/llvm-project-fork/.git/index.lock': File exists.

I have restarted agents, this should go away. Will update scripts to remove git lock later.
