How to I compile Windows x64 binaries either on Windows 10 or Ubuntu WSL2? #150

I followed the instructions https://github.com/google/woff2 to build static binaries. I used WSL2 Ubuntu. After some fiddling with installing packages I got it to work, but the binaries produced are for Linux/Ubuntu. How can I target Windows? I really want to figure out how to build this for Win.

Can someone lead me to the promised land?

Use MSYS2. Easier than trying to set up MSVC.
