With #975 finished we will be able to perform most of the ASIC flow from the XLS workspace. GDS writing capabilities will be added in bazel_rules_hdl (see hdl/bazel_rules_hdl#54 and hdl/bazel_rules_hdl#20).

It would be nice to showcase GDS write in XLS examples with rules based on data provided by targets created from rule place_and_route.

This is a blocker for #996
