Error While Uploading Offline Conversion

Hello,

I am trying to upload offline conversion to google ads using c#.net and this nuget and getting the below error. Can you please help me out to fix this issue?

As the error is saying Request is missing required authentication credential. Expected OAuth 2 access token, login cookie or other valid authentication credential, Although the oAuth 2 access token is presented in the app.config of the application as you can see below:

Kindly let me know what I can do to fix the issue!
