Significant changes in this release:

• ScopedCredentialProvider has moved from Google.Api.Gax to Google.Api.Gax.Rest, which will allow the gRPC flavour to eventually drop various dependencies
• Update Protobuf, gRPC and Google.Apis.* dependency versions

The first bullet is the primary reason for this being a major release. All packages depending on Google.Api.Gax (from https://github.com/GoogleCloudPlatform/google-cloud-dotnet) will be re-released with appropriate new version numbers.
