Subject: [PATCH] Post-release cleanup for language and `google-cloud`.

In particular:

- Marking the package versions as "dev"
- Updating the `releases.rst` for the packages

(Again, this showcases a "need" for the `releases.rst` files to
be checked in some automated way.)
